How South Carolina Schools are graded.

In order to help schools gauge their progress, the State Department of Education has several metrics.

School Report Card Rating Criteria

The SC Department of Education considers a number of criteria to rate the 1,261 public schools.

As you can see, there are two sets of criteria depending on the grade levels (Elementary / Middle Schools and High Schools).

The Student Progress indicator is a measure of year-to-year improvement of individual students.

All of the criteria are described in detail in the Accountable Manual cited above.

Once the points are assigned using the earlier criteria, they are summed and an overall score is given.

Here are Colleton County's school report cards. you can see them at screportcards.com/explore-districts/

Bells Elementary and Northside Elementary just missed "Average" by 1/2 point out of 100 points. Colleton ended up with 3 "Average" and 4 "Below Average" grades. It was almost 5 "Average" and 2 "Below Average."

While "Average" is better than "Below Average," 549 schools (about 43.5%) in South Carolina rated above "Average" ("Good" or "Excellent").)

What is preventing Colleton County schools from moving into those top two tiers?
